The covenants are very broad in describing what needs approval, saying anything that creates “a change of the exterior appearance” must be approved. As a practical matter, you should check with the ARC before starting any work and they can tell you. If you do need approval, the application form can be obtained from this page.
This is partially dependent on how involved your project is. Over the past two years, 90% of the applications have been approved within a week and a half.
Yes, you should get ARC approval. Even repainting the 'same' color needs approval because the color that is being applied will be a different shade from what it is replacing (even if the exact same color as the original still exists, a fresh coat always looks (sometimes dramatically) different than the faded color. There is one exception: if you are repainting white wood trim white, approval is not required.
Yes. The Guidelines are just guidelines, not strict rules (as opposed to the Covenants that are strict rules) and the ARC routinely approves otherwise conforming non-wood decks and garage doors.
Yes, roof replacements have become relatively routine and are usually approved promptly; but they do require approval, otherwise someone may decide they'd like to honor the Ravens by making their roof bright purple (which would likely not be approved).
The ARC is only focused on the Association's covenants and maintaining visual harmony in the neighborhood. Licensing, permits and insurance are outside the scope of the ARC's responsibility.
